2014 MOF Budget Submission

The AMCHAM Tax committee is preparing for the 2014 MOF Budget Submission. Therefore, we would appreciate members' input to further strengthen our submission.

As in previous years, members' input is sought on the basis of the following two sections:

1. Issue - meaning anything of concern to your organization 
2. Recommendation - this would be a proposed solution to the "issue" or a "wishlist" type request on an issue (which could be a problem faced by your organization or an incentive or concession which your organization would like to have)

New ePCO: MICECA and MCFTA

Notice from Ministry of International Trade and Industry, Malaysia (MITI)

NEW ePCO for MICECA and MCFTA schemes is now available from 9 MARCH 2013

Please be informed that all applications for (CA) Cost Analysis and Certificate of Origin (COO) for exported goods under MICECA (Malaysia-India Comprehensive Economic Cooperation Agreement) and MCFTA (Malaysia-Chile Free Trade Agreement) will be processed via ePCO (Electronic Preferential Certificate of Origin) beginning May 1st, 2013 onwards.

The effective validity period Cost Analysis approval via manual application is up to April 30th, 2013 and no manual applications for CA and COO will be considered after April 30th, 2013.

As such, all manufacturers and exporters are encouraged to leverage on the new ePCO platform (available from March 9th, 2013) for CA and COO applications under MICECA and MCFTA.

Public comment process for draft legislation

Malaysian Government agencies to post all draft legislation and subsidiary legislation for public comment on their Internet sites.

Since last year April, the Government of Malaysia has announced that all Malaysian Government Agencies have to post their draft legislation and subsidiary legislation for public comment on their Internet sites for at least 14 days. This implements a commitment made by the Prime Minister in a speech in February 2012. The new rules give businesses and individuals the opportunity to comment on draft legislation. This new system leaves it to stakeholders to identify themselves and submit comments. AMCHAM applauds this initiative and we hope that all Government Agencies comply with this new rule moving forward.
